Your June 20. The Department does not believe that the situation will be improved by putting the Convention into effect among a limited number of powers. If it seems advisable, you may endeavor to adjourn Conference, letting the Conference request the Governments of the United States and the Netherlands to use their best efforts in the meanwhile to secure the signatures of Turkey, Greece and Serbia, on the understanding that the Conference will reassemble on August 15.

The hesitation of the Conference to put the Convention into effect is seriously embarrassing the passage of the fourth and final anti-narcotic bill, now in the Senate, which was designed to carry out the terms of the Opium Convention.
