Sir: The Department has received your despatch No. 289 of December 29, 1913, transmitting a list of the Chinese firms in Ensenada showing a close estimate of the present value of stocks of merchandise on hand expressed in Mexican currency. You say that the general fear among local merchants that the Governor will soon commence making forced loans of money on supplies for the soldiers has led the Chinese merchants to make a formal request for the protection of your Consulate.

You are instructed to extend protection to the lives and property of Chinese in your consular district in accordance with previous general instructions regarding the extension of protection to foreigners.
