Vice Consul Silliman to the Secretary of State.

Referring to previous correspondence regarding Church question. Governor of Nuevo Leon said to me yesterday that his decree was a revolutionary measure necessitated by the present exigencies of the case and that when normal conditions again prevail the decree will be subject to the action of the State legislature. The Governor of Tamaulipas told me yesterday that he had not closed a single Catholic church in the State but that he had expelled every Catholic priest from the State.
