Vice Consul Silliman to the Secretary of State.142

[Telegram.]

Your July 16, 5 p.m. General Natera, Governor of Zacatecas, at present in Monterey. Will take the matter up with him personally to-morrow. There are twelve French Christian authorities [sic] remaining here. They received rough treatment when Saltillo was occupied but are safe and unmolested. Was assured by local government this afternoon that subject to certain restrictions they will receive full protection.
