Department’s December 6. Department now informed Villa has seized about eight hundred head of cattle from Keays, British subject, at Palomas, Chihuahua, on which he paid to Constitutionalist Government one thousand dollars gold export duty. Villa refuses to permit Keays to cross the cattle to United States. You will ask that cattle be returned to Keays and that he be permitted to pass them out of Mexico.
