The British Embassy at this capital is in receipt of a telegram from Richard Keays, a British subject in the district of Juarez, stating that his property is in grave danger from Constitutionalists. Please confer with appropriate authorities and urge upon them the importance of giving suitable protection to the property of Mr. Keays as well as the property of other foreigners in that district.
