At request Spanish Ambassador, use good offices with Carranza to facilitate safe arrival at Mexico City of goods stated by Ambassador to be valued at 10,000,000 pesos belonging to Spanish, French and English importers and in transit from Vera Cruz concerning which fears for safety are entertained because of discontinued railway operations.
