The Spanish Ambassador to the Secretary of State.

My Dear Mr. Secretary: The Spanish Minister in Mexico telegraphs me that railway communication between Veracruz and the capital having been cut by order of General Carranza, grave fears are entertained by several foreign importers for the safe arrival to the capital of a large consignment of merchandise which is now in transit.

These goods are valued at 10,000,000 pesos, and they belong half of them to Spanish firms and the other half to English and French importers, and most of them originate from this country.

I venture to request, in order to prevent the loss of this valuable merchandise, that you employ your good offices with General Carranza in order to obtain a guarantee for its safe arrival at the capital.
