227. Some isolated cases of violence and robbery by irresponsible bands took place in suburbs during first two days against Mexicans and foreigners indiscriminately, including Americans, but the cases have been punished, in some instances even with execution of culprits, the Zapatista authorities always trying their best redress the damage done. Minister of Spain as much if not more than all other colleagues is being attended in his requests to the point of having obtained a safe conduct in favor of Consul of Spain, ordering everybody to obey and help him in his work in behalf of Spaniards. A general order from Villa published to the effect that full guarantees be accorded to all, any wrong to be punished by death.
Up to the present moment and if things do not change by unforeseen circumstances, general situation in the capital can be now considered as surprisingly good.
