Special Agent Carothers to the Secretary of State.
Sir: When I was in Saltillo on my last visit to Mr. Carranza, his sub-Secretary of Foreign Relations, Mr. Fabela, was very anxious to have me write you regarding the diplomatic representations made [Page 823] in behalf of other nations, to see if it would not be possible to have the diplomatic representatives in Washington make them direct to Carranza, through the Foreign Relations office, as England has been doing for several months. England has appointed Mr. Miles as Vice Consul in El Paso, and is obtaining very satisfactory results through his representations. If you could induce the Spanish Ambassador to do the same, I am sure that Carranza would not only appreciate it, but would concede very promptly to requests made by the Ambassador.
