Ambassador Willard to the Secretary of State.
Madrid, May 11, 1914.
Minister of State has just communicated to me following telegram dated May 10th from commander of Spanish war vessel Carlos V to Minister of Marine:
Minister Plenipotentiary states situation at capital very grave. He fears catastrophe for Spaniards if American Government does not very soon intervene there with its military forces.
Minister of State requests without specifying what they shall be that “immediate steps be taken by the American Government” and states that the case is urgent and the situation of Spaniards in Mexico City is very dangerous citing the recent treatment of Spaniards at Torreon and Chihuahua. I would appreciate whatever statement of a reassuring nature the Department can send me for communication to the Spanish Government.
