Your April 11, 8 p.m. My telegram 7 p.m. today contains present status of situation. Isidro Fabela and Zubaran Capmany are those who are unfavorable, whilst Pesqueira and de la Garza have insisted that favorable solution be given.

Pesqueira leaves to-night for Nogales, returning Monday. He offers to accompany me to Chihuahua immediately on return and secure satisfactory and positive solution of matter. I have copy of your instruction of March 2d to Consul Simpich, which I shall carefully translate into Spanish before going. Their international lawyer resides in Washington. I am led to believe that Luis Cabrera will assume portfolio of Foreign Relations immediately upon his return, which will be very fortunate. Both Cabrera and Pesqueira are extremely friendly to United States. So is Carranza, but he appears to fear committing some act which might compromise him in eyes of Mexican people. Villa fears nothing, but acts quickly, according to his ideas of justice. He is not only friendly, but extremely grateful, to United States.
