Special Agent Carothers to the Secretary of State.

Fearing that Carranza would depart without arriving at a definite understanding regarding representations made through Department of State in interest of foreigners not Americans, I last night delivered him in writing a request that he reply to the several representations I have made, and that he make a definite statement as to his intentions in future on similar representations. This afternoon I held conference with Pesqueira at his request. He informed me he and Carranza had discussed matter of my request, and that I may assure you that Carranza has agreed to accept them upon your statement that representations are made at request of foreign government. This will clear up situation, and I hope for telegraphic reply to my several communications. With few exceptions, Carranza officials and all of Villa’s men do not agree with Carranza on his attitude in opposing the mediation of United States regarding foreigners, and many have openly expressed their discontent. I hope for complete understanding between Carranza and Villa in Chihuahua next week.
