The Secretary of State to the Spanish Ambassador.
Washington, April 7, 1914.
My Dear Mr. Ambassador: After your call at the Department on the afternoon of the 6th instant, during which an order, said to have been given by General Villa, providing for the expulsion of Spanish subjects from Torreon, was discussed, the Department instructed its representative at El Paso, Texas, by telegraph, to ascertain if any such order had been given, and, if it had, to interview General Venustiano Carranza with a view to having the order rescinded.
Before this telegram could have reached the Department’s representative and been deciphered, the Department was informed, in a telegram from him, that—

As soon as a reply to the representations made to General Carranza is received, the Department will inform you of the result thereof. I am [etc.]
