The Secretary of State to Special Agent Carothers.

Señor Juan Francisco de Cardenas, Secretary of Spanish Legation, Habana, has been ordered by his Government to El Paso, where he will probably arrive to-morrow or the day after. He will later [Page 789] visit certain points in Mexico on special mission regarding protection Spanish subjects in that country. The Department would greatly appreciate any courtesies and assistance you could extend to him. Please telegraph when he will leave for Mexico and what points he will visit in order that our consular officers may be instructed to facilitate his mission. Confer with Mr. Cobb, Collector of Customs, and ask his cooperation.
