Ambassador Willard to the Secretary of State.

American Embassy,
Madrid , January 14, 1914 .

Minister for Foreign Affairs informs me that his Government is sending Secretary of Legation at Habana, Mr. Cardenas, to El Paso arriving there evening 17th instant to learn condition and render assistance to suffering Spaniards at Chihuahua. Minister for Foreign Affairs wishes that Cardenas may communicate direct and cooperate with our Consuls there and elsewhere. Please advise me.
