Department’s March 13. Governor Riveros informs me that there is no doubt about the Navolato Sugar Refineries being returned to their original owners, the Almadas, some time before the capture of Culiacan and that Mr. Nelson Rhodes Jr., who is at present in the United States can give the Department full particulars regarding the same.
