Consul at Progreso telegraphs as follows:
January 14. Mexican de facto authorities in the name of President called all the merchants and private landowners to the Government offices and required immediately sixty day loans for the purpose carrying on the northern campaign. Foreigners being obliged to contribute same as Mexicans practically enforced because of fear damage business if refused. Progreso contributions approximately thirty thousand pesos.
