Tampico, November 20, 1913.
Petroleum Company has permission to resume operations until Monday night pending conclusion of negotiations. General Aguilar sent telegraphic reply to my letter and is following same with full reply by mail. States that they have given and will give guarantees to foreign companies. I have advised companies not to pay any of war tax demands. Necessary remain neutral but in last resort managers these companies may be compelled to pay sums demanded in preference to having valuable wells and storage destroyed. Respectfully request specific instructions on this point for benefit of companies.
