Vice Consul Silliman to the Secretary of State.
In a very satisfactory interview this afternoon with Ernesto Perusquia, Director General of Stamp Tax Department, he stated that all questions regarding payment of mining and other taxes by foreigners will be equitably adjusted at the general stamp office in this city. Payments for the entire Republic may be made here until further notice. The general office will make proper explanation to the local offices.
