Mexico City, August 29, 1914.

Department’s August 22, regarding payment of mining taxes in Mexico Department’s objection is sustained, exception being made of cases in which payments were made to Huerta officials when they could have been made to Constitutionalist authorities in territory occupied by the Constitutionalists. For instance taxes on Sonora properties paid to Huerta authorities in Mexico City would not be considered valid.
