Gentlemen: There is enclosed herewith for your information copies of despatch No. 424 of October 28, 1914, from Peking, and of its enclosures, relating to flood conditions in the Provinces of Kiangsu and Anhui in China and the need for beginning work on the Huai River conservancy project. In acknowledging receipt to the Minister at Peking of this despatch the Department called attention to its No. 197 of November 13, 1914, transmitting copies of a letter from you to the Department, dated November 10, 1914, and from you to the Chinese Minister here, dated October 31, 1914, showing the situation with reference to the proposed conservancy loan.
