Department’s July 6. Local authorities have not yet received order to accept New York exchange at prevailing rate. Same order should be sent to Tuxpam authorities as production tax in Panuco Topila fields must be paid in Tuxpam July 15th. As banks are not open will probably be difficult to determine prevailing rate of exchange. While this rule, if enforced, will not end all discrimination in favor of Tuxpam as against Tampico, it will reduce the amount of that discrimination as much as the difference between the prevailing rate of exchange and the arbitrary rate of two for one. There will be no further complaint if this ruling is fairly put into effect.
