Tampico, June 20, 1914.

Referring to telegram June 17 relative to oil companies tendering payment of bar taxes to local authorities in Constitutionalist currency, basing such action upon decree No. 21, dated Nogales, February 28, 1914, now advise Department local authorities only accepted first payment tendered subject to instructions to be requested of Carranza, and now refuse to accept others and are demanding such payments to be made in gold.
