Relative demands local Constitutional authorities based on instructions of Minister Hacienda F. Villareal that bar-taxes be paid in Mexican gold or United States gold at two for one which is practically demand for payment in United States gold as there is no Mexican gold available. One or two oil companies rely upon decree number twenty-one dated at Nogales, February 28, 1914, and signed by Venustiano Carranza, making it obligatory upon officials as well as the public to accept Constitutionalist bills. Have tendered such bills in payment of bar-taxes. Local officials have taken matter up with General Carranza.
