Consul Hostetter to the Secretary of State.
Hermosillo, March 17, 1914.
Sir: I have the honor to acknowledge the receipt of the Department’s telegram March 16, regarding the collection of mining taxes by the Constitutionalists after having once been paid to the Federals. I had same complaint upon the return of General Carranza from Sinaloa and he, at the time, promised to look into the matter, although he held he had a right to demand the payment of the same. I told him according and agreeable to international law, it was not right to demand this payment, as a government in power had a right to collect these same taxes. It is possible, that on account of his constant moving, he forgot to look into the matter. I have wired to Juarez in regard to the matter.
