Consul, Mazatlan, reports that Constitutionalist authorities are collecting from American mining companies back taxes which have already been paid to central administration.

Bring to attention of appropriate authorities with protest against collection these taxes a second time, and state that under principles of international law these companies should be relieved of all further obligation with regard to taxes already paid by them to central administration.
