Sir: I have the honor to acknowledge the receipt of your No. 43, of September 29, enclosing a translation of the decree of August 29, 1914, which purports to annul mining titles granted and all acts executed within the mining branch of the Huerta administration during the period from February 19, 1913, to August 15, 1914. You request advices from the Department, as to the course it desires your Legation to follow in this matter.

In reply I beg to refer you to the Department’s telegram No. 313, of November 4, 4 p.m., already adverted to in the Department’s No. 1602, of November 18.
