Sir: I have the honor to acknowledge the receipt of your No. 65, of October 28, in which you quote the reply of the Foreign Office to your note of October 17 communicating to it the full text of the Department’s telegram No. 297, of October 16, in regard to the decree of August 29 purporting to annul mining titles acquired during the Huerta regime.

In reply I beg to refer to the Department’s telegram No. 313, of November 4, 4 p.m., requesting you to inform the appropriate authorities that the United States Government can not submit to such an application of the decree mentioned as will result in the loss to American citizens of rights or interests acquired legally and in good faith.
