The Brazilian Minister to Mexico to the Secretary of State.

165. Government has issued a decree dated August 29 cancelling all mining titles and declaring null all proceedings relative to the acquirement of mining claims started during Huerta’s administration, in equity sixty days to make application to mining agents to renew all previous procedure. Also that all usual payments required by mining law in connection therewith be made again to the present Government. Persons who have not complied with the above rulings before the end of the sixty days will lose all their rights, the mining land being considered thereafter as open to denouncement. As this term will expire November third and considerable trouble will probably arise and severe loss ensue to many foreigners please instruct me as to the course I should follow with regard to American interests. As many Americans mine owners having large interests here are now in the United States it might be well to give the above report wide publication.
