After consulting Letcher about his 523, fourth instant, endeavor to persuade Villa order reversal or modification decree Governor [Page 723] Chihuahua requiring renewal industrial and mining operations. Remind Villa that this Government for good reasons warned its citizens to leave certain sections of Mexico, state that United States will cooperate to secure return Americans so soon after ordinary commercial facilities make it possible to transact business as Constitutionalists give convincing evidences of security and protection and that in meantime this Government expects that its citizens will not be subjected to burdensome or oppressive measures.
