Sir: The Department has received your despatch No. 1182 of August 14, 1914, enclosing a copy of a decree issued by Governor Candido Aguilar of the State of Vera Cruz, Mexico, relative to leasing oil lands in the State of Vera Cruz. The Department presumes that the decree in question is intended to relate to future transactions only. Inasmuch, however, as it does not appear entirely clear from the language of the decree that such is the case, you are directed to make an investigation and report on this point.
