Upon withdrawal of troops of General Caballero from Panuco district it was understood that troops of General Aguilar would immediately replace them. Consul Tampico telegraphs that although three weeks have elapsed no troops yet arrived in that district. Americans in Panuco district very much alarmed. Secret anti-American meeting fostered by prominent citizens Panuco being held. Americans and other foreigners ordered to give up all arms within next forty-eight hours under penalty of being treated as spies. Situation serious. In isolated sections highly important that Americans and foreigners be permitted to keep their arms for protection against marauding bands.
Take up with Carranza at once and insist that order be issued to General Aguilar for sufficient military force in Panuco district and for the cancelation of order for foreigners to surrender arms. You should also say to General Carranza that this Government is deeply concerned over the alarming reports from the Panuco district and hopes that immediate steps will be taken by him to remedy the situation.
