Department understands from your telegram of June 15, 8 p.m., that since control of Panuco and Topila districts has passed from General Caballeros to General Aguilar, foreigners in these districts have not been receiving ample protection. It is very essential that ample protection should be given to the lives of foreigners and to every foreign property and enterprise in your district and if it be necessary to insure such protection that troops properly commanded should be immediately distributed through these districts. Navy report made by Lieutenant Shafroth of the Jenkins under date of June 5th indicates that Aguilar will give protection to foreign interests. If ample protection is not being given at this time to foreign oil properties and operators consult Navy officials then telegraph all obtainable details so Department may make energetic protest to Carranza.
