El Paso,
May 17, 1914.
Have been informed that Constitutionalist authorities at Parral have sent an agent to El Paso to induce Americans to return to Parral and reopen their mines and other industries. As many are now disposed to return to this district and are requesting counsel from me on the subject instructions are hereby requested as to how Americans may be advised in the premises.
