The Brazilian Minister at Mexico City to the Secretary of State.

25. I have information from British Minister here that at the suggestion of American Consul at Ensenada, Lower California, some sixty or seventy-five Americans have concentrated at San Quentin and that they are suffering all kinds of hardships due to their lack of means and the difficulty of reaching them to furnish assistance. It seems therefore imperative that a transport be sent there immediately. [Page 688] I have asked the British Minister to instruct his nearest Consul to furnish assistance at our expense, but while he promised to telegraph he fears his Consul may not have the funds to do so, or that available communication may not be at hand.
