Excellency: In a despatch from Vera Cruz, dated the 25th instant, the Commander-in-Chief of the Atlantic Fleet reports to the Secretary of the Navy that Rear Admiral Craddock and the Commanding Officers of the British ships Hermione at Tampico and Berwick at Puerto Mexico have been untiring in their efforts to collect and forward American citizens to refugee ships, and that continuation of these kindly efforts is still being made.

These services have been of great value and deserve the grateful thanks of this Government. I have, accordingly, instructed the American Ambassador at London to make known to His Majesty’s Government this Government’s gratitude for and appreciation of the generous and friendly conduct of these British officers.
