One of my messengers has just returned with following message from federal General Maas, now at Soledad:

Mr. Consul: I hereby answer your esteemed letter of the 25th instant, advising that in accord with instructions which I have received from my Government the military authorities of the jurisdiction under my command have been ordered to permit foreigners of any nationality whatsoever to leave the Republic at will.

Relative to Mexican citizens who desire to leave the city at Vera Cruz you may permit or prohibit same according to the orders you may have in the premises.
