Now advised by Admiral Badger plan send war vessel to Frontera and other places not feasible owing possible incitement Mexicans against Americans. The Admiral is prepared when authorized and strongly recommends that such authorization be given to charter a steamer here to be sent immediately for these refugees who will be taken care of here on arrival. Please rush reply. Steamer can probably be secured for three to four hundred dollars gold a day exclusive of provisions and coal.
