General Huerta has refused to salute the American flag as demanded by Admiral Mayo as an apology for insult offered in arrest of American sailors.89 President Wilson will lay matter before Congress today with a view to taking such action as may be necessary to enforce respect for this nation’s rights. Please notify all Americans and other foreigners. Afford every possible protection, reminding Americans of President’s advice to withdraw from Mexico until order is restored. Advise Department immediately of number desiring to leave and give such other information as will enable us to understand and provide for situation.
