Sir: I have the honor to enclose herewith a copy of a telegram, dated April 9, which the Department despatched to the American Consul at Tampico, Mexico, in regard to the protection of the extensive foreign oil interests in the vicinity of Tampico. This important telegram is transmitted for your information as it reflects this Department’s attitude.

I have the honor to request that the Secretary of the Navy issue to the Admiral in command of the Gulf Fleet an appropriate instruction in conformity with the telegram which was sent by this Department last night to the American Consul at Tampico.
