Waters-Pierce Refinery which has been occupied by attacking forces for last two days and as consequence has been under fire Federal gunboats and land forces with loss of oil tank by bursting of shells, fears loss to all refinery and demands protection.

Warehouses of Agencia Comercial, German, located just below refinery were burned today. Loss one half million dollars. Situation as to foreign property complicated and serious.
