Departments May 19 received. General Antonio Villareal who is Governor of this State and commander of the Constitutionalist forces assures me that a white flag of truce will be respected by Constitutionalists at any time which comes out of Saltillo bringing Vice Consul Silliman and party of Americans. If Vice Consul Silliman is in party an escort also under flag of truce will start immediately to [Page 665] meet party from Federal lines and Consul Silliman will be escorted by Constitutionalist forces to Monterey with every facility available. General Villareal will also order a military automobile to be in readiness to bring Vice Consul Silliman to Monterey.
