Department is considering advisability of requesting Huerta to issue orders to his federal commander at Saltillo to the end that Silliman and any Americans with him may be released and escorted by a federal escort, under a flag of truce, toward Monterey until the Constitutionalist lines shall have been reached; and desires to know, if Huerta consents to issuance of such orders, whether Constitutionalist commander in authority at Monterey will send out a guard, under a flag of truce, to receive Silliman and party and convey them safety to Monterey.

If Constitutionalist authority at Monterey is inclined to receive this suggestion favorably, you will kindly telegraph Department with least possible delay, describing accurately the point to which the Constitutionalist authority will be willing to send its guard, so that with this knowledge in its possession Department may make proper representations to General Huerta.
