Consul General Hanna to the Secretary of State.

Have you received my May 4, in which I earnestly recommended that the diplomatic representatives of various friendly nations be requested to take action and prompt measures to bring about the release from prison of Vice Consul Silliman at Saltillo, also Consul Bonney at San Luis Potosi, and take them and their American colonies out of federal territory. Both Consuls are understood to still be in prison; also several American citizens. There is no possible connection between Monterey and Saltillo nor San Luis Potosi, but the railroad is open south of these cities to Mexico City. Vice Consul Silliman was a classmate in Princeton College with President Wilson, graduating from same class. I feel sure that friendly diplomats can obtain their release. Please promptly telegraph acknowledgement of receipt of this telegram.
