203. Carranza issued regulations through War Office, which have now been communicated to the Diplomatic Corps, to the effect—
That for the better investigation of facts relative to claims presented by foreigners it is desirable to require them to prove their nationality as well as their lawful ownership of property claimed.
I am under the impression that such exaction can not be admitted, because such proof can be investigated only by the ministers or consuls. Their statement to that is and should be accepted as conclusive. However, I would like to know Department’s views before answering.
