Sir: I have the honor to enclose herewith a
translation of the decree issued by Venustiano Carranza, First Chief of
the Constitutionalist Army, under date of May 10, 1913, relative to the
presentation and settling of claims for damages and losses suffered by
Mexicans and foreigners since the beginning of the Civil War on the 21st
day of November, 1910, to date.88
It might be well to give this decree some publication in the American
press so that interested persons may be able to comply with the
requirements of the same.

decree pertaining to claims for
damages.
V. Carranza, First Chief of the Constitutionalist Army, to the
inhabitants of the Republic of Mexico, know ye:
That by virtue of the special authority vested in me I have seen fit
to decree:
- First. The right is hereby acknowledged of all nationals
and foreigners to enter claims for damages sustained during
the revolution of 1910, that is, the term from November 21,
1910, to May 31, 1911.
- Second. The same right is acknowledged of nationals and
foreigners to enter claims for such damages as they may have
suffered or may suffer during the

present struggle, that is, from the
19th of February of this year to such date as the
constitutional order may be restored.
- Third. The same right is acknowledged to foreigners to
make claim for the payment of damages caused to them by
revolutionary forces or groups of armed men during the time
from May 31, 1911, to February 19 of this year.
- Fourth. Upon the assumption of the Executive Power by the
First Chief of the Constitutionalist [Army] in accordance
with the provisions of the Plan of Guadalupe, a committee
shall be appointed composed of Mexican citizens, whose
business shall be to receive, consult and settle such claims
as may be presented, in accordance with Articles 1st and 2d
of this decree.
- Fifth. At the same time that the above committee is
appointed, the First Chief of the Constitutionalist Army
will confer with the diplomatic representatives appointed by
each foreign government of the nation to which the loser may
recognize allegiance, and proceed to appoint a mixed
committee formed by an equal number of Mexican members and
of foreign members of the country to which the said loser
may recognize allegiance, so that the said committee shall
be in charge of receiving, consulting and settling for such
claims as may be entered in accordance with Articles 1st, 2d
and 3d of this decree.
- Sixth. The form, terms of payment and the conditions under
which such claims will be settled, as well as the
organization and regulations of the committees, shall be
embodied in a law which shall be issued in due time.
Therefore I command this decree be printed, published, duly
circulated and that its provisions be carried out.
Given at General Headquarters in the City of Monclova on the 10th day
of May, 1913.
