Mr. Knox instructs Mr. Schuyler to inform the minister for foreign affairs that the United States Government is gratified that Japan has no objection to the substance of British proposals regarding morphine and cocaine; that reservation of their views is understood; and that the Government of the Netherlands has proposed May 30, 1911, for meeting of opium conference, thereby anticipating the desire of Japan for three months to make preparations.
