Mr. Secretary of State: By order of the Queen’s Government I have the honor to propose to your excellency that the date of May 30, 1911, be set for the meeting of the international conference relative to the opium trade.

The Government regrets that owing to the preparatory measures for the conference it is impossible to propose to call it at an earlier date.

Begging your excellency kindly to let me know as soon as possible whether the proposed date is acceptable,
