Chargé Hibben to the Secretary of State.

Mr. Hibben says the minister for foreign affairs informs him that the proposals of Great Britain relative to a preliminary study of morphine and cocaine conditions were not included in opium conference invitation, but that a supplementary note embodying them will be sent at once. Mr. Hibben states that the minister for foreign affairs said also that he had not been advised that the acceptance of British Government depended upon the action taken on the British proposals, and asks if he shall formally so advise him.
